Thousands Paid for Homes… But the Projects Never Existed

For many Moroccan families…

Owning a home was supposed to be the investment of a lifetime.

Instead, it became years of waiting, uncertainty and unanswered questions.

Morocco’s General Inspectorate of the Ministry of the Interior has launched a series of investigations into several housing cooperatives after numerous complaints from members who paid for land or apartments that were never delivered.

The investigations are focusing primarily on Benslimane Province, including Mansouria, Bouznika, Cherrat and Benslimane, where dozens of cooperative housing projects have remained blocked for years.

Inspectors are examining the financial, administrative and legal management of these projects.

Their mission is to determine what happened to the money paid by members, why construction never began in some cases, and whether there were breaches of commitments or possible misuse of funds.

Many buyers say they spent years making payments…

Believing they would eventually receive a plot of land or a home.

Instead, some projects never left the planning stage, while others became the subject of legal disputes that have already reached Moroccan courts.

Authorities believe the problem may extend beyond Benslimane.

Other cities with large cooperative housing developments could also face inspections as officials review additional complaints from citizens seeking either their promised homes… or their money back.

──────────

The investigations come at a time when Morocco’s housing sector is already under pressure, with rising construction costs, limited affordable housing and growing concerns about access to home ownership.

For thousands of families, this isn’t just an unfinished construction project… it’s years of savings, dreams and trust that may have disappeared before the first brick was ever laid.
