The Moroccan Youth Pass Just Got an Official Legal Framework — So What Do You Actually Get?

societé

If you’re between 16 and 30 in Morocco, pay attention.

The Pass Jeunes just got a major upgrade.

On July 22, 2026, the Government Council adopted a draft decree specifically dedicated to the Pass Jeunes. The text is designed to formally define the app, the conditions for obtaining the pass, its benefits and how it is activated.

So basically…

It’s no longer just a cool government app with random discounts.

The program is getting a proper regulatory framework.

And what exactly is Pass Jeunes?

It’s a free mobile application for young Moroccans and foreigners legally residing in Morocco between 16 and 30 years old. Through the app, you can access discounts, free services and other offers from different partners.

And we’re talking about more than just cinema discounts.

Culture. Sport. Transport. Training. Entertainment. Commercial services. Banking. Even accommodation.

The idea is pretty simple:

You’re young.

You probably don’t have an unlimited budget.

So instead of paying full price for everything…

Your age becomes your advantage.

And some of the benefits are actually pretty useful.

For example, the official Pass Jeunes platform says young users can get free access to museums and historical monuments participating in the program.

There are also transport-related discounts, sports offers and various partner promotions.

And here’s the important part:

The offers aren’t necessarily the same everywhere or forever.

They depend on the partners participating in the program.

So the smartest way to use Pass Jeunes isn’t to download it once and forget about it.

Open the app.

Check what’s available around you.

And before paying full price…

See if there’s a Pass Jeunes offer first.

So how do you get it?

It’s pretty straightforward.

Download the Pass Jeunes application, create your account, provide the information required by the platform, accept the terms of use, and activate your pass if you’re eligible. The official platform specifically states that the service is free and intended for users aged 16–30.

And once you’re inside…

You can browse the different categories and offers available.

For certain partner services, the process can involve generating a promotional code or QR code directly through the app, which the partner then uses to validate your benefit.

And there’s another interesting detail.

The program isn’t supposed to remain limited to one small group of young people.

The government’s 2026 budget documentation already included the generalization of Pass Jeunes as part of its youth policy.

So this new regulatory framework could be an important step toward making the system more structured and sustainable.

And the program already has a pretty serious user base.

A 2025 official Bulletin officiel document referenced more than 250,000 Moroccan young people connected to the Pass Jeunes application.

That’s a lot of potential users.

And now imagine that number growing…

More users means more reasons for businesses, cultural institutions, transport operators and other organizations to join.

More partners means more offers.

More offers means…

More reasons for you to actually open the app.

That’s the real potential of Pass Jeunes.

It’s not going to magically make everything cheaper.

But if you’re 16 to 30…

Why pay full price when your Pass might get you a discount or free access?

So here’s the STACHE checklist:

You’re between 16 and 30?

Download it.

Check your city.

Look through culture, sport, transport and lifestyle offers.

Before buying a ticket, booking an activity or visiting a participating attraction…

Check Pass Jeunes first.

Because the biggest mistake would be having the pass…

And never actually using it.

The Moroccan Youth Pass now has a clearer legal framework.

The next step is the most important one:

more partners, more cities, more offers… and more real savings for young Moroccans.

So if you’re eligible…

Your age just became a little more valuable. 👀
