S’exprimant lors d’une réunion tenue par la Commission des finances et du développement économique à la Chambre des représentants, consacrée à la présentation du décret n°2.26.395 adopté lors du dernier Conseil de gouvernement, M. Lekjaa a précisé que ces crédits comprennent 8 MMDH destinés à la Caisse de compensation, dans l’objectif de soutenir le pouvoir d’achat des citoyens à travers le maintien de la stabilité des prix du gaz butane et du transport des personnes et des marchandises.

Selon le ministre, 6 MMDH ont été mobilisés pour couvrir certaines dépenses exceptionnelles imprévues dans le cadre de la Loi de finances (LF) 2026, en lien avec les évolutions de la conjoncture internationale, 4 MMDH pour contribuer au capital de certains établissements et entreprises publics (EEP) et 2 MMDH pour couvrir des dépenses engendrées par les inondations.

Parallèlement, M. Lekjaa a souligné que la dynamique enregistrée au niveau du recouvrement des recettes fiscales jusqu’à fin avril 2026 a permis de financer ces crédits supplémentaires, relevant que les recettes fiscales ont progressé de 10,9 MMDH, soit une hausse de 8,9% par rapport à la même période de l’année précédente, avec un taux de réalisation de 36,4% des prévisions de la LF.

Cette amélioration, a-t-il expliqué, est attribuée principalement à l’augmentation des recettes de l’impôt sur les sociétés (IS) qui se sont améliorées de 24,9% et des recettes de la taxe sur la valeur ajoutée (+3,9%).

Par ailleurs, le ministre a fait état du maintien des équilibres financiers conformément aux prévisions initiales de la LF, précisant qu’il est prévu de ramener le déficit budgétaire à 3% du produit intérieur brut (PIB) au terme de l’année 2026, contre 3,5% en 2025.

M. Lekjaa a également relevé la poursuite de la tendance baissière de l’endettement du Trésor par rapport au PIB, lequel devrait se stabiliser autour de 66% en 2026.

Il a mis en avant la dynamique qu’ont connue les recettes au cours des dernières années, notant que les recettes ordinaires du Budget Général ont progressé, durant la période 2021-2025, à un rythme annuel moyen de 13,5%, tandis que les recettes fiscales ont enregistré une hausse annuelle moyenne de 12,4%.

Ces indicateurs reflètent l’amélioration continue du rythme de recouvrement, l’efficacité des réformes fiscales et des mesures adoptées, ainsi que l’élargissement et la diversification de l’assiette fiscale, de manière à soutenir la durabilité des ressources, a conclu le ministre.

Cet arrêté intervient dans le cadre de la volonté permanente de préserver le pouvoir d’achat des citoyennes et citoyens et d’assurer le fonctionnement normal et transparent des marchés de vente du bétail destiné au sacrifice, tout en consolidant les principes de la concurrence libre et loyale et en s’appuyant sur les dispositions légales et réglementaires en vigueur, indique un communiqué du Département du Chef du gouvernement.

Cette décision s’appuie sur les dispositions de la loi organique n° 113.14 relative aux communes, la loi n° 104.12 relative à la liberté des prix et de la concurrence, et les textes d’application y afférent, et intervient après consultation du Conseil de la concurrence, précise la même source, ajoutant que l’objectif est de faire face à toutes les pratiques de nature à porter atteinte aux règles de la concurrence loyale ou à compromettre l’équilibre naturel du marché.

Dans ce sens, un ensemble de mesures organisationnelles et préventives a été instauré afin de garantir la transparence des transactions au sein des marchés de vente des animaux de sacrifice et d’endiguer toute forme de spéculation et de monopole, ainsi que toutes les pratiques illégales.

Ces mesures portent, notamment, sur l’exclusivité de la vente des animaux de sacrifie à l’intérieur des marchés affectés et légalement autorisés, à l’exception des cas de vente directe, y compris à l’intérieur des fermes agricoles et ce, conformément aux règles en vigueur, ainsi que l’obligation pour les vendeurs de procéder, auprès des autorités administratives locales, à la déclaration préalable de leur identité, du nombre de têtes mises en vente et de leur source, avant l’accès aux marchés.

Il s’agit également de l’interdiction de l’achat des animaux de sacrifice à l’intérieur des marchés dans le but de les revendre, laquelle pratique constituant un manquement aux principes de la concurrence saine, de la prohibition de toute forme de manipulation ou d’influence artificielle sur les prix, y compris les surenchères orchestrées et les accords tacites ou explicites visant à rehausser les prix, outre l’interdiction de stocker les animaux de sacrifice en dehors des circuits commerciaux habituels, dans le but de créer une rareté artificielle ou provoquer une hausse des prix.

De même, l’arrêté prévoit des mesures répressives fermes à l’encontre des contrevenants, y compris des peines d’emprisonnement et des amendes prévues dans la législation en vigueur, en plus de la possibilité de fermer provisoirement les points de vente contrevenants et de saisir les animaux de sacrifice et le matériel servant à commettre les contraventions, conformément aux attributions des autorités compétentes, souligne le communiqué, notant que les pouvoirs publics veilleront à l’application stricte et juste de ces mesures.

Selon le communiqué, l’ensemble des professionnels, acteurs et intervenants dans la chaîne de commercialisation du bétail destiné au sacrifice sont appelés à faire preuve de responsabilité et à respecter les lois et les dispositions réglementaires en vigueur, de manière à garantir la protection du consommateur, à préserver la transparence des transactions et à assurer l’approvisionnement des marchés dans les meilleures conditions.

Selon les médias libanais et internationaux, ces injonctions ont été suivies de nouvelles frappes aériennes israéliennes sur différentes régions du Liban-Sud et de la Békaa. Des habitants ont fui dans la précipitation vers Beyrouth ou vers des zones jugées plus sûres, alors que beaucoup étaient revenus récemment dans leurs villages après le cessez-le-feu.

Pour de nombreux observateurs, cette stratégie israélienne rappelle directement les méthodes utilisées à Gaza : destruction massive des infrastructures civiles, déplacements de population et transformation progressive de régions entières en zones inhabitables. Le ministre israélien Bezalel Smotrich avait d’ailleurs déclaré que la banlieue sud de Beyrouth « ressemblera bientôt à Khan Younès », en référence à la ville palestinienne largement détruite par les bombardements israéliens.

Les ONG internationales tirent désormais la sonnette d’alarme. Cette alerte a été lancée à l’occasion d’un colloque national organisé samedi dernier à Rabat sous le thème : « L’exercice illégal de la médecine dentaire au Maroc : violation de la loi et atteinte à la sécurité sanitaire », avec la participation de représentants du ministère de la Santé, d’organisations nationales et internationales, d’instances professionnelles et d’experts juridiques et sanitaires.

Le Dr Mohamed Sedira, président du Conseil National de l’ONMD, explique que le Maroc a accompli, ces dernières années, des avancées importantes dans la réforme de son système de santé, notamment à travers le chantier de la généralisation de la protection sociale, le renforcement de l’offre de soins et le développement des ressources humaines, soit une formation de plus de 1.500 médecins-dentistes par an issus de 12 facultés de médecine dentaire, parallèlement à la dynamique de création et d’ouverture de nouvelles structures sanitaires dans différentes régions.

Pour sa part, le Dr Ibrahim Oukhzane, directeur de la Réglementation et des Contentieux au ministère de la Santé, a présenté les aspects juridiques et réglementaires liés à la lutte contre l’exercice illégal, tandis que Hafid Hachiri, représentant de l’OMS au Maroc, a insisté sur l’importance de garantir la sécurité sanitaire des citoyens et de renforcer la gouvernance du secteur de la santé.

Sur un autre registre, la professeure Sofia El Haitami, vice-doyenne de la Faculté de médecine dentaire de Casablanca, a détaillé les conséquences sanitaires graves de ces pratiques sur les patients, en s’appuyant sur des données scientifiques et des cas de terrain.

Les participants ont également souligné la place grandissante qu’occupe le Maroc au sein des instances internationales et africaines de médecine dentaire, ainsi que la responsabilité qui en découle pour préserver l’image du Royaume et la crédibilité de son système de santé.

La rencontre a enfin été marquée par la présentation de témoignages et de reportages consacrés aux victimes de ces pratiques illégales, dont celui d’une MRE ayant relaté les lourdes conséquences sanitaires, psychologiques et financières subies après avoir été victime d’une personne se faisant passer pour médecin-dentiste à travers des annonces trompeuses.

Des navires de guerre israéliens auraient encerclé le convoi, brouillé les communications puis procédé à l’arraisonnement de plusieurs embarcations transportant des centaines de militants venus de dizaines de pays.

Dans un communiqué particulièrement offensif, le ministère turc des Affaires étrangères a accusé Israël d’avoir « ciblé les valeurs humanitaires et le droit international ». Ankara estime que cette opération constitue une violation flagrante de la liberté de navigation et appelle la communauté internationale à adopter « une position unie face à cet acte illégal ».

Les organisateurs de la flottille affirment que plus de vingt bateaux ont été interceptés et qu’environ 175 militants ont été arrêtés. L’annonce a été relayée sur les réseaux sociaux par le Conseil suprême de sécurité nationale et par la Marine des Gardiens de la Révolution.

Les prérogatives exactes de cette nouvelle structure n’ont pas été dévoilées dans l’immédiat. Mais selon le journal spécialisé Lloyd’s List, elle est « chargée d’approuver les transits de navires et de percevoir des droits de passage dans le détroit d’Ormuz ».

Les navires sont tenus de fournir des informations détaillées sur leur propriétaire, leur assurance, les membres d’équipage et leur itinéraire de transit prévu, d’après la même source.

Logo de la marque brodé au bon endroit, détails artistiques en filigrane: il salue un « savoir-faire très solide » de ce contrefacteur, qui propose des maillots à une quinzaine d’euros, dont les nouveaux que porteront Mbappé, Messi, Cristiano Ronaldo, Lamine Yamal et consorts cet été durant la Coupe du monde aux États-Unis, au Mexique et au Canada (11 juin-19 juillet).

« Aujourd’hui, n’importe qui peut acheter un faux maillot de foot en ligne », regrette au contraire auprès de l’AFP Delphine Sarfati, directrice générale de l’Union des fabricants (Unifab). Elle relève qu’en règle générale, « les saisies de contrefaçons ont été multipliées par 4 depuis 2020 » et que « la contrefaçon représente 15% des parts du marché des articles de sport ».

« On est passé de la mama italienne qui les fabriquait dans un atelier de fond de cour à des usines entières en Chine », s’alarme-t-elle.

Un constat partagé auprès de l’AFP par Yann Ambach, chef du bureau en charge de la politique tarifaire et commerciale à la Douane française : « on est sur de la grande fraude, des réseaux criminels, de la polycriminalité (…). Ce n’est pas anodin de fabriquer, de transporter et d’acheter une contrefaçon, on alimente les réseaux criminels, c’est de l’emploi en moins, de la perte de savoir-faire et des pertes de recettes fiscales ».

« Quand on a des grands événements sportifs internationaux, c’est clair que l’on assiste à une augmentation du nombre de contrefaçons saisies », souligne-t-il, alors que 30% de l’ensemble des saisies concernent les « jeux, jouets et articles de sport ».

L’attrait grandissant pour ces produits illicites s’explique notamment par la flambée des tarifs officiels, les maillots pouvant dépasser 160 euros en fonction des versions.

Pour l’économiste Richard Duhautois, le maillot « devient un produit de luxe ». L’envolée des prix est le fruit d’une fragmentation de la chaîne de valeur, explique-t-il à l’AFP, bien éloignée du seul coût de fabrication en usine, délocalisée dans des pays asiatiques à bas salaires et qui ne dépasse pas 10% du prix final.

Selon le co-auteur de l’ouvrage Foot Business (Odile Jacob, 2026), 35% du prix d’un maillot reviennent au distributeur, 25% à l’équipementier, entre 8 et 15% au club ou à la fédération, 5% sont alloués au transport et le reste correspond aux taxes.

L’économiste souligne que ce système profite doublement aux équipes, puisque la part récoltée par les équipementiers sert ensuite à financer les gigantesques contrats de sponsoring, comme le contrat de plus de 100 millions d’euros annuels entre Nike et la fédération française.

Face à ce lourd écosystème, le marché parallèle fonctionne avec « une production massive » mais « pas de licence, pas de marketing », relève-t-il pour expliquer les prix bas des faussaires.

Co-fondateur de la boutique parisienne de maillots vintages LineUp, Hippolyte Genaud « comprend les gens qui vont se tourner vers les faux », vu l’inflation.

D’autant que l’imitation a largement franchi un cap qualitatif, compliquant son expertise pour déceler le vrai du faux : « sur les nouveaux maillots, ils sont de mieux en mieux faits, il faut vraiment aller chercher le détail ».

Selon lui, la frontière entre les deux mondes est souvent très mince à la source : « Je pense que ça sort sûrement des mêmes usines (…) qu’il y a beaucoup d’entreprises en Asie qui font produire la journée pour les équipementiers et la nuit pour un second réseau ».

Enfin, relève-t-il que l’attrait pour les maillots n’est plus l’apanage exclusif des « fervents passionnés de foot » qui s’agglutinaient dans sa boutique auparavant : « Depuis 5-6 ans, on a une nouvelle clientèle qui a émergé, avec des gens qui vont porter le maillot comme un objet de mode, pour son esthétisme ».
